Ads are not indexed. From Project Instruction/What To Index:

Do not index tax lists, lists of elected officials, table of contents, maps, advertisements, locality histories, voter and census records, or business directories.

From the third example in the Project Instructions (https://www.familysearch.org/indexing/images?fs-cache=true&key=idx-deepzoom-image&image=a84aa079-85db-4c76-9587-27263de28eeb): "Note: Do not index the advertisements around the borders or outlined in blocks, of the image." I interpret that to mean that for example W.E. Rigg (from the Mutual Life Insurance ad on the right-hand edge) does not get indexed.

However, J H Aydelott, C J Rohwitz, Fred Montmorency, and O E Pearson (from the entry for the Chicago, Burlington & Quincy RR, second column of left-hand page) should all be indexed.

Ditto for Spencer L Parker and Albert N Kolb (from the following two entries).
