@Joseph C Driggs The Bandwidth Exceeded issue was fairly common. See this thread. Personally, I haven't seen it in quite some time, and it was my understanding that the system had been modified so that the throttling problem was not so prevalent.
If the issue arose today (12 Jan 2024), the site seemed to be quite balky at times. I wouldn't be surprised to learn that the throttle had been reinvoked.

For whatever reason, this does seem to be a problem again, at least temporarily....
I have patrons in our center at this moment, and myself included, who are getting a message "Bandwith Limit Exceeded". In one case, it happened on the very first attempt to download an image!
The message goes on to say "Your data needs have exceeded the general use license and purpose for this web application, and you are now temporarily blocked from downloading images. In one hour, your privileges will be restored. To avoid this message in the future, you will need to reduce your data usage."
There doesn't seem to be any limitation on the viewing of an image (which obviously must traverse the wire just like a download would); only when you attempt to download. Contrary to what the message says, after an hour passes, you still get the the message.
This seems to be suspiciously broad, as though some "some setting" were inadvertently changed and no one is actually exceeding any bandwidth. The last complaints about this seem to have been in November of 2021.
