When to mark an Image as "No Extractable Data"

For the US, Connecticut—Naturalization Records, 1841–1945 project, if image-one has a 'DoI' and image-two has a 'PfN' for the same person, do you:

[1] create and entry for each image or

[2] create an entry for image-one and mark the second image as "No Extractable Data"?

I am reviewing these batches and have seen people index them both ways. The instructions are not specific for this situation in this project. Other projects have stated to index only the first image and mark the other images as "NED"s. My guess for this project is that they both should be indexed.

    Both will be indexed. You have the same person, but not on the same image. If the DEC and PET were on the same image, you would've combined the documents using the number for the PET.

    Think of a duplicate image as simply another photograph of the same piece of paper. Everything on it will be the same in both images.

    I thought they should both be indexed but I just wanted to be sure I was processing them correctly. Thank you for your help.🙂
