do I still index an oath of allegiance with no name?

in the California naturalization records, I found a oath of allegiance with only this information. Do I index it?

    I can't quite figure it out without more context, but that sure as heck looks like a name to me.

    What's on the previous and next images?

    You can use the -1 Reference Image (if the PET is in the previous batch) or the previous image (if it's the same batch) to determine the name, but that is 100% a name. Looks like Salem (or Sulem) Seluti is the given name and U is the start of the surname. The Record Date is 2/13/1990. Also keep in mind that this type of OOA is the OOA for the newer (earliest I've seen is 1976) PETs.
