A friend is looking to scan over 400 funeral programs from her family. Is there a FamilySearch Center near Inglewood, California with up-to-date scanners? I need this info ASAP.

Do all of the centers, even those located in chapels have scanners available?

Inglewood has one of the major facilities - a Library, not just a Center. Every center I've ever visited (and that's quite a few) had a scanner.
Your friend might also check with her local public library. Many have higher-speed scanning equipment.
