Right to left pages do not match in this batch - is returning the batch the correct approach?

Guest reviewing South Africa—Dutch Reformed Church Registers, 1660–1970 [Part F][MQS7-146]. The left and right pages do not appear to be the same entries. The batch needs to be returned; however, there is no way for him to notate the problem. Obviously, additional pages from this photo effort are not going to match either.

    What do you mean by "left and right pages"? Is it a single image of a two-page spread? If so, and the scrambled pages can be figured out and matched up among the reference images, then I would index the left-hand side's entries, using the correct right-hand side from the reference images. But this is definitely one of those cases where an "attach note" function would be Really Handy, to explain the mismatch and the steps taken to resolve it, both for the reviewer and for users of the published index.

    I saw the batch before he returned it and it was a single image of 2 pages. The names, dates, etc. did not match vertically with the parents,etc on the second page. It would have been a guessing game of who belonged to who.

    I got the OK to use the Reference images IF all the last names match up.
