Read-only Profiles, Record Hints

I can understand why people like JohnTaylor KWJC-VF5, His wife Elizabeth Kaighin KWVZ-7GB, and their son Thomas Edward Taylor KWN2-D7L have their accounts frozen and why you don't want random people messing with their profiles. But, would it be possible to have someone attach the record hints to people with frozen accounts so it doesn't look like work that still needs to be done?

I realize this is a pretty trivial request, but there are probably a lot of family members who see those documents sitting there needing to be attached. I would like to clean up my fan chart and have all the record hints taken care of.
