If someone was born at sea, how and where would that be recorded?

Census has my ancestor born at sea 2 different years, but his tombstone says born in Carlisle PA. I've contacted Carlisle but nothing found. Any help would be greatly appreciated.

    The information available will be dependent on when your ancestor was born. Some manifests may list an infant born during the voyage. A modern birth at sea might also be recorded in the municipality where the ship arrived.

    He was born 1829 and I have no idea of parents first names and his last name is Smith which could have been Schmidt. Good luck to me LOL. Thank you for replying.
