Catalog - wrong place hierarchy

If I search the catalog for the place "Nashville, Davidson, Tennessee, United States," then I am presented with the correct list of categories starting with "United States, Tennessee, Davidson, Nashville," but the place hierarchy is treating this as if it were Nashville, Washington, North Carolina, United States.

The "Part of" is "United States, North Carolina, Washington," but it should be "United States, Tennessee, Davidson."

The "Places within" says "United States, North Carolina, Washington, Nashville," but it should say "United States, Tennessee, Davidson, Nashville."
