Do we index the oath of allegiance when the petitioner has been denied and their name crossed out?

    Yes, we index OOA's regardless if they have been admitted or not. You'll follow Crossed-Out, Corrected, Canceled, or Void Information under General Indexing Guidelines for the name. The record date is the date of denial; in this case it's 9/17/1931.
