Should the witnesses not be indexed?

While reviewing US, Massachusetts—Naturalization Records, 1790–1946 [Part A][MQ64-QCJ] ,

I have come across a new record. I believe you should only be indexing the petitioner on line 6. I am finding that line 1 is being indexed as the primary person on some records as well.

Who is right?

    Witness depositions are not indexed. You will mark both images as No, No Extractable Data.
