US New York NAT RECORDS PART E. Would this be considered an overlay and marked

    I would mark that NNED. We don't index anything under an overlay, so even though the overlay is a blank piece of paper, it is still an overlay. However, if it never would be indexed in any of the 5 reference images because there is a blank piece of paper over every one, then I would use by best judgment and and keep this one as the record! It is all about having people being able to find their ancestors!
