Add notes to FS Records and research

In Research Help and Search Records Suggestions, provide a comment box so that a person can inform others of vial information. For example, "this record is not name / ID#xxx-xxx, because..." Or, "although dates and places match, the parents are not the same as name / ID#xxx-xxx. Providing such information will help prevent users incorrectly adding the wrong persons.

This feature already exists on Record Hints: if you click "Not A Match" to dismiss a hint, there is a text box along with the checkboxes.

I don't know what you mean by "Search Records Suggestions".
