Ordinance Auto-Approval

When the guest clicks "Request" for an ordinance that is Auto-Approved, it takes a while (minutes to hours) before the guest gets a pop-up message that says "This request was auto-approved" and then there is another blue button that they have to push again to request the ordinance.

This is a little wonky. First, it takes time so the guest thinks nothing has happened. Next, the guest never receives an email or text telling them to bo back and check the ordinance again.

Suggested Solution: Create an immediate pop-up message for auto-approvals that says "Please check this page again in 24 hours to see if you were auto-approved. At which time, you will click the blue "Request" button."
