Depends on the project and the images.
Some projects include records that span (or can span) more than one image. For example, there are several U.S. naturalizations projects currently where the date for the entry is generally on a different page than the other fields for the entry. Depending on what images you get in your batch, that different page for the date may not even be in your batch, and you need to use the reference images to get it.
In general, you index any entry that begins on an image in your batch. That is, if image 1 in your batch contains the tail end of record number N and the beginning of record number N+1, and image 2 in your batch contains the end of record number N+1 plus the beginning of record number N+2, then you'd have one entry per image: all of record number N+1 (including the parts on image 2) would be indexed on image 1, and all of record number N+2 (including the parts that are on the next image, which is not in your batch) would be indexed on image 2. You would not index anything from record number N in your batch.
