record date should be on the adjacent page above the oath of allegiance according to the project instructions. Are we allowed to go to the adjacent page for this information, even though it is not part of this batch and is marked "For Reference Do Not Index", or would we use the most recent date on the second record (in this case, July 10, 1941)?

Not just "allowed to", but "supposed to". This is exactly what reference images are there for.
