Do FamilySearch "affiliates" have more access to films than a person from their home?
I am at the F.B. Kegley "sub-library" at Wytheville Community College in Wytheville, Virginia, which is an Affiliate. Are their any films that are "unlocked" that would have been "locked" if I were simply using my home computer? The librarian said it took him two years to become an affiliate library, but perhaps it would need to be a "Center" to unlock more films?

Yes, many DGS (digital film) are available at Affiliate Libraries that are not available from home.
In most cases, you can see, from home, where a DGS will be available. There are 3 current banners that will show if you try to access a restricted record from home. This one will tell you that records are available both at FSCs and Affiliates:
This one indicates that the DGS can only be viewed at an FSC:
There is a third one, rather vague, that simply says the record is not available for viewing at this time. That often indicates a more-recent record that is protected for privacy
If you want to share what kind of record or what location you are researching, I can be more specific.
A college or public library cannot become a Center. Those are usually in LDS Church buildings.

Thank you for that prompt reply. It was useful both there at the affiliate, and here back at my motel room--I already can tell that some images not viewable in the motel will be accessible when I return to the library.
