Is there a reason that I find many of the 1950 census records are not listed by household, but by an entire census page. This is not all the time, but a frequent issue that could use some improvement.

This is a known issue. The 1950 census was initially indexed by computer and it wasn't always successful at parsing the handwriting. There is an improvement project but it is suspended due to various software and other issues. In principle, you can edit the page yourself and separate people into the proper household, but this particular feature is currently broken.😕

There's probably about two million census pages, so even when the project resumes, only some of the problems will be addressed in the near term, so corrections will still require the help of everyone.
