Your memories are probably all public (in any case they need to be public for anyone other than you to see them). So everyone can see them. The only obstacle is that they can be difficult to find. A simple way to let others find your memories is to put them all in an album. Then share a link to the album with anyone you choose, and then they can see all your memories. That's pretty easy and can be done right now.

As another user, I'm going to make some random comments to see if I understand what you are requesting.
YouTube has three categories of videos which are:
1) Private - they do not appear in any search. No one can view them unless that person's user name or e-mail is specifically listed against the video. Those people need to be given the URL for the video and the URL will not work for any other people.
2) Unlisted - they do not appear in any search. However, anyone who has been given the URL for the video can view it and can freely share the link with others.
3) Public - they appear in search results and anyone can find them.
Are you requesting that FamilySearch do something similar with Memories? Currently memories are either private so only you can see them or public so anyone can see them. Are you asking for the ability put a list of user names on private memories so that those users can see those private memories but no one else can?
