On the first image a previous indexer had partially indexed the right side of the image which is an overlay of a certificate of arrival. Since we don't index COA's, I think I should only index the left side of the image which is an Oath Of Allegiance. Is that correct?

    You are correct. Only the Oath should be indexed.
