Return very poor indexes?

Are we required to return Indexes that were very poorly done? Example - Dutch Reformed Part D Batch [M3FT-NK8]

    You can always return a batch for any reason. This looks like someone indexed this either because they didn't know Dutch, out of spite or just to be an....

    What I would do is return the batch for indexing. First go to Help --> Labs, then click the box and follow the instructions. When you refresh the batch, go to Batch ---> Reindex Batch. The example dialog box should open, then click  User is abusive or malicious (check all that apply), then select User entered junk data and you will then be ready to submit. I know it's a little long, but it will hopefully reach whomever and it can go from there.
