I am reviewing US, Michigan—Naturalization Records, 1818–1977 [MQCN-X3P]

These are different than what I have done before as they only index the type of document. Some of the images are of the cover page of a document. I have previously considered the covers to be No Extractable. In this group, if the cover has both a name and the filing date, should it be indexed? As "other" document?
