Can I use country from a Declaration to determine "Former Allegiance"

Michigan Naturalization Records part A -- On these Declaration of Intention documents, a country is recorded at the bottom. Can I use that for the Entry Field "Former Allegiance"?

    I would mark it as blank since it does not explicitly state that they are a subject of or were born in the country. When in doubt, look to the Field Help. @Maile L, mod ruling?

    Type the former allegiance as it was written. The former allegiance may refer to a country or a specific world leader. Do not assume the former allegiance from the birth country.

    Also, don't forget to mark Images 2 and 3 as Declarations of Intentions. 🙂

    I asked about this and was told: "We cannot use the country from a declaration of intent to determine former allegiance. It should be marked as blank."
