Declaration of Intention with an overlay

NY Naturalization Records. Image 1 shows Declaration of Intention with an overlay of Certificate of Arrival. Indexer filled in entry fields on image 1 and marked image 2 as NNED. General Indexing says. "Do not try to index any information underneath the overlay that may be visible." Since we do not index COA for this project and it is an overlay, I think image 1 should be marked NNED and I should index image 2. Is this correct?
