Which number to use for the image

NY Naturalization Records. I have read here that records are not searchable by the certificate NO. However, when there are 2 numbers (image 1) and neither is on the

NO. __________________ or right next to it, is it better to use the number that is the same as the second image number?

    Since 219530 is close to the number line on Image 1, I'd use that and then use 247634 on Image 2.
