When reviewing New York Eastern district, Naturalization records, and an Oath of Allegiance is marked as no, no extractable data, should I just index it, or send back the whole batch to be re-indexed

    You can do either, but my advice is to go ahead and index it, since sending it back could get the same NNED result and cause a headache for another reviewer.
