Did I review this correctly?

I recently reviewed two dutch reformed church membership records - the indexers each performed the index of the membership, but then ADDED a birth record IN ADDITION to the membership indexed. this results in membership records and birth records IN THE SAME BATCH. One had the birth record immediately following each membership record and the other had all the birth data indexed after completing all the membership records

I deleted the birth records and reviewed only the indexed membership data and submitted.

Was I correct?

It sounds like you were correct! We only create a record for the primary document. Sounds like they were "covering their bases" and indexing both.
