How to index traditional Chinese dates?

I'm indexing a document in "Canada—Chinese Immigration Act Records, 1923–1946 [Part B]" and it lists the arrival date as " Chinese june 22nd 33rd year Kong Sue". Is this supposed to be the 33rd year of the Guangxu era?
