Should I include the district as part of the event place for Pennsylvania Middle District Records?

I noticed that in the field help instructions for US, Pennsylvania—Middle District Naturalization Records, 1903–1931, it says, "Do not index the district as part of the event place." However, in the What to Index section of the project instructions, the Declaration of Intention examples include the district as part of the event place (Middle District, Pennsylvania, United States.) How should I resolve this discrepancy?

    Field Help trumps everything, however, this is another boo-boo, just like the Connecticut project. @Maile L, can the example be fixed?
