On the app you can put in the contact of the nearest living relative, but on the computer you cannot. It should have that option both places. It would also be good if because of the situation, you will not receive permission, that you should have that as a default answer. Why wait around when it's a guaranteed no. If none of the people are alive that can give permission, then we should get an answer right away.
