I am working on US, Connecticut, New Haven—Naturalization Records and for the Certificate of Arrival there is no handwritten date. I know that you don't use the date of arrival permanent admission date. Do you use the stamped date when no written date is available, or do you just leave the date blank for the records date?

If there is no date when the COA was issued, I think it would be okay to use the stamped date. It will be a day or two after the issuance date when the document is received by Immigration & Naturalization.
