Restricted film access

I'm working with a FS patron who's father submitted material that was filmed and is in the FS Catalog. The film has been restricted by the publisher/author and we aren’t able to view it, nor can anyone else. I've been informed the film has also been digitized but that version is also unavailable, apparently. What are the steps to change the restrictions? My Patron is the author Penisimani Latuselu Mapa's daughter who assisted her father prepare the originals for Church copy. What are the steps? Who may I contact?

The digitized film contains several parts. It is my understanding that when any part of a film is restricted, the whole film is restricted.

BUT - I have recently read that will be changing in the future. The comment in this thread by AnneLoForteWillson: https://community.familysearch.org/en/discussion/comment/494405#Comment_494405 is what I read.

The part of the file I want is film 795976 Item 5 comprises images 843-935 so about 90 page. Those images are restricted. How do I get the restriction listed? These records are ancestral pedigree that many Tongan researchers can use. The author is deceased. Her daughter wants to remove the restrictions. How is that done?

I know nothing about this kind of stuff. But if they are restricted due to copyright issues, I think the first step is probably to determine who inherited the copyright from the author. That person then probably needs to contact the Family History Library to determine why it is restricted and find out about changing the status of the work.

Unfortunately, until FS actually starts separating multi-part films, nothing that this particular author's daughter does or doesn't do will change the access to this film. It has eight parts containing eight different works by seven different authors.

If just one image from just one of those works is restricted, then by current policy and procedure, the entire film is restricted.
