Birthdate from a marriage license.

I have noticed that in marriage applications and licenses in the County of Lancaster UK, have the wording as follows; person is "of 21 years and upwards". This sometimes used as a "Birthdate", but is not always correct. A person can be 29 years old and the license will read "of 21 years and upwards". Notably the expression a person is "of age" at 21.
