Add the Harris-Elmore Public Library (Local History Room) as an affiliate library
I would highly recommend that the Harris-Elmore Public Library in Elmore, Ohio be contacted to see if they would accept becoming an affiliate library. Grace Luebke (deceased) created the Local History Room years ago and compiled and indexed a massive amount of local history materials along with many other genealogy resources. It's a wonderful place to do genealogy work in general and particularly invaluable if you're researching Ottawa County and NW Ohio. Also, the current person in charge of that room has a graduate degree in genealogy.

There is a FamilySearch blog How to Become a FamilySearch Affiliate Library
The implication of this blog is that is up to the Library involved to make contact with FamilySearch not the other way around. Perhaps you could contact the Library yourself and enquire whether the Library would be interested in becoming an Affiliate Library.
You will see from the Blog there are technical requirements including "A static IP address (or a list of multiple static IP addresses) for the library and contact information (preferably email address) for the person who will provide it".
From comments I have seen some Libraries have problems with this requirement as their internet service providers do not have the ability to provide a static IP address.
