Should this image be marked as NO Extractable Data?

In reviewing this batch from Mexico

I found that there was an epidemic in 1737 and this is a list of known people who died during the period of time from June to December. The date of beginning started on the previous image and ended on the image following this one. According to the rules, this shouldn't be indexed because it didn't start here, but I don't like to think of all those people missing out.

Advice ???

    FamilySearch looks at all records that are marked No, No Extractable Data. If it hasn't been indexed on the previous image, then it should be taken care of by one of the pre-publication, post indexing teams.
