Why Is Ulster County Missing in "New York, County Naturalization Records, 1791-1980"?

When choosing to browse this collection, it appears that every New York State county except Ulster County comes up as a browsing possibility. Is this an oversight and you do have the records for Ulster County naturalizations. The wiki seems to indicate that they are included. Then why is Ulster County not listed? Any help you can provide would be most appreciated!

    Ulster County NY has been digitizing their records, and they have a website where you can search naturalizations and other records. https://archives.ulstercountyny.gov/Presto/content/AdvancedSearch.aspx?ctID=Zjc3MGQ2Y2YtMzYzOS00ZDJiLWEwOWMtOWMyM2E2YmQ5NTAz

    FamilySearch negotiates contracts to microfilm or take digital photographs of documents. Not every location is willing to or needs to have FamilySearch do the work.
