Since you don't know, and the word Lidmateregister is at the top of the image, I think it would be safer to index every name as Church Membership with the appropriate date.
I doubt it is marriages because a few dates show three parties. On a deeper dive into the image Group Number, they are titled baptisms. Our task as indexers is to get the researcher to the image, they can figure whether it is a marriage, burial, or baptism.

These ARE marriage couples. Look at the first page. But not a marriage register. So I need more help before I give up.

@Harmon, James Bartlett Here is link to your filmstrip. Maybe they are marriages, we can't look at the "first page" in shared batches as there are no reference images. But, they are in a file that clearly says Baptisms.
If your only question to carry on is what to do about the dates, and they are marriages, you would record the date on the image as a marriage date and the place from the "1st page".
Maybe @gary_noble could be of help.
(I only tried because it didn't seem anyone has been around to answer questions).

The header for the names is "List of Married Couples". The date MUST be Marriage date. The Handwriting for where married is just bad. I used Google translate - Dutch to English - Namen Getrouwden.
