Memories Restriction Inconsistent

I am having a difficult time with photos being restricted. The criteria are very inconsistent. One photo will be restricted while another similar photo won't be. I'm just trying to be compliant. Our family was swimming with dolphins and we had several different photos that I was trying to download. NO immodesty at all. I can't seem to determine what the criteria is for people in water. I have a group in water that only their heads are out of the water that is restricted and another where swimsuit tops are showing and it is not restricted. I think the determining computer needs some adjusting. It is very frustrating. Does anyone know what the criteria is? How do I get them to take a second look?

    @Marilyn Larson The initial review is by a computer algorithm, not a person. When you reply to the email Wayland mentions, your photo upload is then reviewed by a human.

    The computer needs retraining as it often gets the initial review quite wrong.

    Hi Marilyn and welcome to FamilySearch Community and posting your question about restricted photos. When a photo is restricted, you should receive an email. If you have any questions or want a second look, simply reply to the email asking for a review and explanation about why the photo is restricted. Hope this helps.
