Short Answer: 'NO'.

Basically, the "International Genealogical Index" (IGI) has been superseded, with what we have today "FamilySearch" (ie. firstly, through "New.FamilySearch" of "FamilySearch"; and, now, through "Family Tree" of "FamilySearch" - And, the "Temple" Database).

The IGI was basically a collaboration of the "Temple" Work that was done by Members of the Church.

Things have evolved ...

The IGI was a precursor to "FamilySearch" indexing ...

The IGI is now "Static" (ie. please excuse the pun(s), "Dead and Buried"; "as is"; "Set in concrete", so to speak) - CANNOT be "Changed".

As Brett points out - the IGI has long been frozen/suspended etc.
But your questions, begs another question. . . .do you really mean the "IGI"?
what specifically are your referrring to? are you talking about something you can still reference in the current FamilySearch - and if so where??
or are you possibly using the name "IGI" to refer to what the rest of us are calling "Family Tree"??
help us understand the background of your question??
why would you want to even edit the IGI - hardly anyone even looks at it any more . . .
the IGI in its original state hasnt been used for years - and it never claimed to be a genealogically accurate database anyway - it was just a record of the LDS ordinances that had been completed.

I believe the last two digits of the year on an IGI record were reversed. There is no birth record for the date listed. There is a birth record for the year with the digits reversed. What should I do?

If you have found the record of a person in the IGI but believe the birth year is off because of the reversal of digits, you can simply explain or make note of your claim in any document to which you are attaching the record. As noted above, there is no way to make corrections in the International Genealogical Index itself.
