It was a photographers picture from her work and it had nothing wrong with it.

You should have received an automated email regarding the restriction. Reply to that email asking for a human review.
The initial review is a computer algorithm that often gets it wrong.

just reply to the email you got about the restriction
and simply write
"RESTRICTED IN ERROR" and 9 times out of 10 it will get unrestricted.
