The film reel icon now means that the records are not available to view outside of the main library in Salt Lake City. That is generally an element of the contract with the record holder/creator - probably the town(s) in New Hampshire.

The first link is a fairly straightforward case. These records are under the custodianship of a Town Clerk, who has evidently made a decision to keep the records offline. If you live and vote there, be sure to contact the Town Clerk, make your opinion on this topic known to them, and participate in the next Town Clerk election.
The second record is Item 8 on film 15564 out of 18 Items. If any of these Items cannot be published, then the entire film must not be published as there is currently no way to split the film into the seperate Items. I see that Item 5 has records from 1936, which may be too recent for publication, and there are a range of different record and record custodians, any of whom may have refused permission for their records to be published online.
