On Louis O. Deagan's record, the Grantee is "To Whom It May Concern." I haven't come across this before. Should it be indexed?

I don't see anything in the the batch that ties " to whom....." to any name so I would blank it. Only my opinion.

Louis is shown as a grantor on the first page but no information there,
