@ChrisDonlay These collections/search results do not have a listing for Kiowa county either - so I don't know if there were no records or why they wouldn't be included (see below for likely reason).

both indicate that it would have been early in the county establishment for the 1885 census. The FamilySearch county wiki page above does list some alternative Sources which can be searched for the timeframe.

There appears to be some evidence that Kiowa County may not have made it into the 1885 Kansas State census; although, I cannot find anything that says definitively that it is not included.
The following is the best that I can find that might fall into the category of evidence:
- the Kansas Historical Society appears to identify Kansas counties that can be viewed by microfilm, but Kiowa County is not included in the list.
- Ancestry.com does not have entries for Kiowa County, Kansas in their collection of the 1885 Kansas State census
- The FamilySearch Wiki page, Kiowa County, Kansas Genealogy, in showing Historical Populations by census, does not include the 1885 census.
We do see, occasionally, where a county's census in either not submitted for inclusion in to census, or once submitted is lost. It would seem that these cases would be documented; however, I am unable to find any comment pertaining to Kiowa County and the 1885 Kansas State census.
I've tried not to duplicate what has already been said, and apologize if I have done so.
