I was trying to index an immigration application record and there were three different forms regarding the same person, each with varying amounts of information. If form "a" has birthdate and form "b" does not but I know its the same person, and form "b" asks for birthdate, do I add that info on that submission or do I only add what info is on each form? Does that make sense?

It is difficult to say what you should do without seeing the batch. To share a batch, so others can see what you are describing, you need to provide the letters/numbers in brackets after the title. [XXX-XXXX]
If this was the Pennsylvania Naturalization project:
Because you mention three forms regarding the same person, it sounds like you might have had an image that contained an overlay. If that were the case, you would only index the information on the overlay and nothing under it. But, it could be you had a combination image where you would index the information from both documents on the same entry form.
The project instructions do show an example of how to index a combination image (How to Index a Petition of Naturalization and Declaration of Intention (for the Same Person). To pull up project instructions at any time, click on the last icon on the horizontal toolbar.

I had this a while back as well. It seems to depend on the project, so you will have to check the project instructions.
