From the Project Instructions, under What to Remember About This Project/How To Index Combination Images:
- Some images have more than 1 document on a single image, and all documents relate to the same person. In this case, combine the information from all of the documents on the image into the entries you index in the data entry area, using the most complete version of the information. If each document in the image has a different record date, index the latest record date. If each document has a different record number, index the record number from which the record date was indexed.
Since there are two different dates, and the Declaration of Intention always comes before the Petition for Naturalization time-wise (1914 vs. 1916), you will use the information on the Petition for Naturalization.
