New England Seaman's ID Cards

Batch: [MQ9K-Y46]

Reviewing this batch and entry #1 lists that the applicant is an American seaman, but further down on the page it says that he's a citizen of the United States of America. Which one is correct for Nationality or is either one correct?

    For image #1 - my vote: American. I say so because this is a certificate stating such - though it does not provide nativity field - nationality as American should suffice?
