Image 1 is the front cover of a Declaration of Intention. It has information that would normally be indexed with a DOI, but since it's not actually the DOI, should it be indexed?

Image 1 is his admittance as a citizen. The project instructions make no mention of it. I think it's an important document, and should be indexed, but probably doesn't appear often so they didn't include it in the instructions. With just the name and event date fields, there would be no problem with field entry.
