Did they keep passenger records from 1708?

I have a relative that has specific departure and arrival dates to Philadelphia. My family is Welsh and settled in Pennsylvania. The ship arrived on the 11th of February 1709, which seems a strange time to travel.

I can find no passenger ships from England for the early 1700's. I see several from the 1680's but none in my time period. Am I wasting time and chasing a ghost?

Library of Congress has nothing and Olivetreegenealogy only has ships from Germany.

Been searching a while, strange I can't even find the ship.

    You may want to search in the FamilySearch Wiki with Pennsylvania Emigration and Immigration.

    We notice that there are collections that cover years that would include 1708 which might be just what you are looking for. There is also a blue button at the upper right to access United States Immigration Online Genealogy Records.

    You say "I have a relative that has specific departure and arrival dates to Philadelphia." Are these dates another contributor has added to the FSFT (FamilySearch Family Tree)? If so, you can contact that user and ask if he or she has source information.
