Why was the Bedford Co TN Dist 10 and several others all changed to Grainger Co TN?
It shows Bedford as the original but it is now listed under Grainger Co TN so when I search it never finds them if I specify Bedford. This has been like this for awhile and is making finding things difficult. The census page headers show the correct location of Bedford Co TN. See example below.

Thank you for reporting this problem. It is a problem that comes up when FamilySearch attempts to standardize the locations associated with the various events in an index record. This standardization is done by computer.
I will forward this issue so that our engineers who will then have the opportunity to review and resolve the problem. They are working on a large number of similar problems and, thus, it is impossible to suggest when this problem will be fixed.
As you indicate, the Source document (i.e., the census) is correct. The census can still be attached to the record of your ancestor. To mitigate the location error, you might consider modifying the title to include the correct location. You can also add a note in the Source description to discuss the standardization error and provide accurate information.

I used the example above and was unable to locate the person using Bedford, TN in the search criteria. This reduces my confidence at being able to find my own ancestors.
I have included another example which has a history of being edited. None of the locations are correct except for the original. Why are there so many other locations associated with the record when they are scattered throughout the state or didn't even exist at the time of the census?
I have been able to edit names in these records, but not the location. Can this be made available?
