Better New Message notification

As an aid to better and more timely collaboration... I would like to suggest that a 'flashing banner' or something very noticeable be displayed on the user home page if they have a new message (something has been added to the inbox since they last logged in).

The red dot is useful, but I suspect it is generally not noticed by most users. If something more prominent was displayed, it would improve correspondence and turn around time on use communication.
